STATIC Page vs LATEST Post Page

It depends on the message you are conveying to your first-time visitors. 

 When you first get started with a New WordPress site, your homepage by Default shows the  Latest Posts published on your blog. If you want to show a more updated and specific post on your homepage instead of the ones you most recently wrote, you’ll need to choose a Static Frontpage option in the WordPress backend Customiser.

Creating A Static Page without creating updated Posts will allow your site to become stale.
That being said there is also an advantage of Space on the Server and Dynamic Web Page takes more space in normal circumstances.

Keep in mind that backlinks are important to your page’s rank or position in Search Engines
